Nidus relies on donations, modest fees for some services, and project grants as we currently do not receive any ongoing funding to cover the cost of our services. Hugh McLellan
Legal Advisor
Hugh McLellan has assisted Nidus in its public legal education efforts over many years. Among his many contributions, he has reviewed fact sheets and provided clarification on the common law as well as Statutes and Regulations related to personal planning and adult guardianship.
Mr. McLellan is a partner in the law firm McLellan Herbert. He specializes in estate planning and estate litigation, Trusts, personal planning and adult guardianship.
Mr. McLellan is a contributing editor of Financial & Estate Planning for the Mature Client in British Columbia and a contributor to the Annotated B.C. Representation Agreement Act, Adult Guardianship Act and Related Statutes. He is also a volunteer lecturer with the Professional Legal Training Program, the People’s Law School and Continuing Legal Education.
Steven Tam, LLM, LLB, BCom
Privacy Consultant
Steven is a partner at INQ Law and a senior legal and privacy professional with a focus on data sharing frameworks and strategic data governance and stewardship.
He has over 16 years of experience in healthcare legal, privacy and data governance roles in which he focused on supporting healthcare innovation and improvement through strategic and practical advice on managing legal and privacy risks. He served as General Counsel & Chief Privacy Officer at Vancouver Coastal Health (VCH) for over 12 years where he helped the health authority develop its privacy program from the ground up. He also led the development of the General Health Information Sharing Agreement (GHISA), a unified, overarching agreement signed in 2013 between the BC Ministry of Health and all BC health authorities, which governs almost all sharing of health information across the institutions for provision of care, research, quality improvement and healthcare planning. Steven also served as VCH’s Chief Data Governance Officer where he worked to transform how data is strategically governed and managed so that higher quality data is made accessible more quickly to clinicians, researchers and administrators to deliver better care and improve our healthcare system, while enhancing data security, privacy and ethical use of health data.
In addition to a Bachelor of Laws degree from UBC, Steven holds a Masters in E-Business law from Osgoode Hall Law School and a Bachelor of Commerce degree from UBC.

David Flaherty
In Memoriam
Nidus wishes to recognize the incredible contributions of the late Mr. David Flaherty. David Flaherty was a specialist in the management of privacy and information policy issues. He was the first Information and Privacy Commissioner for the Province of British Columbia (1993 to 1999). As a consultant, Mr. Flaherty provided a variety of services to Nidus and the Nidus Registry, including managing privacy issues, assessing privacy compliance, helping with responses to potential privacy breaches, and developing privacy risk management tools.
Jennifer Chew
Legal Supervisor
Jennifer Chew has been the supervising lawyer for Nidus’ UBC law student with the ProBono Students Canada Program since 2013.
Ms. Chew is an associate with the law firm DuMoulin Boskovich LLP. She practices primarily in estate planning, personal planning, real estate and business law.
